What is Tamil Pudhalvan Scheme?

Tamil Pudhalvan (தமிழ் புதல்வன்) is a monthly financial assistance scheme launched by the Tamil Nadu Government for male students who studied in government or government-aided Tamil medium schools. The scheme provides ₹1,000 per month directly into the student’s bank account to help them pursue higher education without financial burden.

It was announced in the Tamil Nadu Budget Speech on 19 February 2024 by the Finance Minister and officially launched by Chief Minister M.K. Stalin on 9 August 2024 in Coimbatore.

Connection with Puthumai Penn Thittam

Tamil Pudhalvan is the male equivalent of the highly successful Puthumai Penn Thittam scheme, which provides the same ₹1,000 monthly benefit to girl students from government schools. Recognising that boy enrolment in higher education from government schools was significantly lower than girls, the Tamil Nadu government extended similar support to male students through this scheme.

How to Apply Online – Step-by-Step (UMIS Portal)

The application is done through the University Management Information System (UMIS) portal managed by TNEGA.

Step 1: Contact your college or university Nodal Officer and collect your UMIS ID (also called EMIS ID for school records).

Step 2: Visit the official portal: umis.tn.gov.in

Step 3: On the login page, enter:

  • Username: Your UMIS ID or EMIS ID
  • Password: Last 4 digits of your registered mobile number + your date of birth

Step 4: After logging in, locate the Tamil Pudhalvan Scheme application form.

Bonafide Certification — Important Requirement

This is something many students miss. To continue receiving the monthly benefit, students must get their bonafide status certified twice a year through the college or university:

  • First certification: On or before 30 June
  • Second certification: On or before 31 December

If this certification is not completed on time, payments may be paused. Contact your college’s Nodal Officer well before these dates to ensure your certification is processed.

  • Verify that all documents were uploaded correctly and approved on the portal

Courses Covered Under the Scheme

The ₹1,000 monthly benefit is available for students pursuing any of the following after Class 12:

  • Undergraduate (UG) Degree programmes (Engineering, Arts, Science, Commerce, Agriculture, Medicine, etc.)
  • Diploma courses
  • Polytechnic courses
  • ITI (Industrial Training Institute) courses

The benefit continues for the full duration of the enrolled course, subject to bonafide certification every six months.

Frequently Asked Questions

Can I apply if I studied in a private Tamil medium school?

No. Only students who completed Class 6 to 12 in Government Schools or Government-Aided Tamil Medium Schools are eligible. Private school students are not eligible regardless of medium of instruction.
